Chapter 8.72 POOLS AND STANDING WATER

- 8.72.010 Protection required.
For purposes of this chapter, pool shall mean any structure, pond or enclosure designed or intended to contain or containing more than eighteen (18) inches of water at any point including, but not limited to, swimming pools, reflective pools, hot tubs, spas and decorative ponds. All pools on private property shall be completely enclosed or protected by a barrier or preventative measure adequate to prevent the entry of small children, in accordance with the standards set forth for swimming pools in the most current edition of the Glendale Building and Safety Code. - 8.72.020 Clarity and recirculation of pools.
A. All pools must be maintained in such condition that a black disc six (6) inches in diameter, on a white field, placed at the bottom of the pool at the deepest point is clearly visible from the perimeter of the pool at all distances up to ten (10) yards from the disc.
B. Any provided recirculation system shall be operable and maintained so as to keep pool water clean and clear. (Ord. 5492 § 2 (part), 2005)
- 8.72.030 Cleanliness of pool.
A. Floating scum, sputum and debris shall not be allowed to accumulate in pool water. Water levels shall be maintained so as to facilitate the effective operation of skimmers where provided, to continuously remove such material.
B. The bottom and sides of a pool shall be cleaned as often as necessary to be maintained in a clean condition, free of slime and algae, to prevent unnecessary slipperiness, danger of accidental falls or drownings. (Ord. 5492 § 2 (part), 2005)
- 8.72.040 Drainage and discharge.
It is unlawful for any person to drain a pool upon the private property of another. Pool water discharge to the storm drain system is prohibited unless the pool water has been dechlorinated and is clean and clear, in accordance with standards set forth in this chapter. (Ord. 5492 § 2 (part), 2005)
- 8.72.050 Standing or stagnant water.
Standing or stagnant water on private or public property, which may become a breeding source for mosquitoes, is hereby declared to be a public nuisance and an immediate threat to the public health, safety and welfare and shall be abated in accordance with the provisions set forth in Chapters V and VII of the Glendale Building and Safety Code. - 8.72.060 Penalties.
A. Whenever in this chapter, any act is prohibited or declared unlawful or the doing of any act is required, or the failure to do any act is declared to be unlawful, it shall be a misdemeanor for each incident and/or each day of failure to comply.
B. Any violation of this chapter is hereby declared to be a public nuisance and an immediate threat to the public health, safety and welfare, subject to abatement. (Ord. 5492 § 2 (part), 2005)
