Chapter 2.62 ARTS AND CULTURE COMMISSION

2.62.010 Established

An arts and culture commission is established in and for the city. (Ord. 5226 § 2, 1999)

2.62.020 Composition.

The arts and culture commission shall consist of five (5) members.

2.62.030 Appointment-Compensation.

Members of the arts and culture commission shall serve without compensation and shall be appointed by a minimum of three affirmative votes of the council. (Ord. 5226 § 4, 1999)

2.62.040 Qualifications.

At least one (1) member of the arts and culture commission shall be an elected official, an employee, student or a volunteer of the Glendale Unified School District. At least one (1) member of the arts and culture commission shall be an elected official, employee, student or volunteer of a community college, state university, the University of California education system, or a private institution which provides instruction at the college level or higher, or trade or vocational school. The other members of the commission shall be individuals with substantial professional expertise as an artist, designer, or arts administrator in the fields of the performing, visual, folk or literary arts, or architecture, or business community leaders with an acknowledged record of stewardship of the arts. With the exception of students of a school, each member shall be a qualified elector of the city at the time of appointment and during incumbency.

2.62.050 Terms of office.

Section 9 of Ord. No. 5669, adopted Sept. 8, 2009, repealed § 2.62.050 which pertained to terms of office and derived from Ord. 5226, 1999.

2.62.060 Vacancies.

Section 10 of Ord. No. 5669, adopted Sept. 8, 2009, repealed § 2.62.060 which pertained to vacancies and derived from Ord. 5226, 1999.

2.62.070 Removal of members.

Any member of the arts and culture commission may be removed by a majority of the council when, in the discretion of the council, the best interests of the city will be served. (Ord. 5226 § 8, 1999)

2.62.080 Chairperson and chairperson pro tem.

The arts and culture commission shall select one of its members as chairperson of the commission. In the case of the absence of the chairperson, the members present at any meeting shall select one of the members present to act as chairperson pro tem. (Ord. 5226 § 9, 1999)

2.62.090 Meetings.

A. The commission shall meet at least once a month at such time and place as the commission may fix by resolution.

B. Special meetings of the commission may be called at any time by the chairperson, or three (3) members thereof by written notice served upon each member as required by the Ralph M. Brown Act.

C. All meetings of the commission shall be open to the public and held in compliance with the provisions of the Ralph M. Brown Act. The arts and culture commission shall keep a record of minutes of all its proceedings and actions which shall be available for public inspection.

2.62.100 Quorum.

Three (3) members of the arts and culture commission shall constitute a quorum for the purpose of conducting business, but a lesser number may adjourn from time to time.

2.62.110 Record of proceedings-Secretary.

The commission shall cause a record to be kept of all of its proceedings, and for that purpose may select one of its members as secretary or may delegate that responsibility to the director of parks, recreation and community services or his/her designate to provide such stenographic, tape recording or other assistance as is necessary in keeping the records of the proceedings. 2.62.120 Powers and duties generally.

The powers and duties of the arts and culture commission shall be to plan and provide by regular reports to the council for the arts in Glendale; to facilitate interaction among artists; to promote art activities and education; to recognize achievement in the arts; to provide a forum or other means for public participation in the arts; to serve as an advisory group on the arts to the council and city boards and commissions; to advise the council on the need for inclusion of, and the role of arts in economic development; to support and assist existing organizations involved in the arts and/or culture in Glendale; to reinforce the city's identity and civic pride through arts and culture; to recognize the importance of the arts in the city's quality of life; to perform other duties as may be imposed upon it by the council by ordinance or resolution. 2.62.130 Procedural rules.

The arts and culture commission may adopt, from time to time, such rules of procedure as it may deem necessary to properly exercise its powers and duties. All rules shall be kept on file in the offices of the director of parks, recreation and community services and a copy thereof shall be furnished to any person upon request. In all procedural matters and considerations not otherwise provided for in this chapter or in the rules of procedure, the proceedings of the commission shall be governed by Roberts Rules of Order and the Ralph M. Brown Act. (Ord. 5226 § 14, 1999)

2.62.140 Cooperation of city officials.

A. The director of parks, recreation and community services or his/her designate shall be the staff advisor to the commission. The director of parks, recreation and community services shall provide advice and assistance as requested by the commission.

B. All other officers, divisions and division heads of the city shall cooperate and render all reasonable and necessary assistance to the arts and culture commission. (Ord. 5226 § 15, 1999)

2.62.150 Limitation on liability.

Neither the arts and culture commission nor any individual member thereof shall incur any financial liability in the name of the city as the result of any act or omission in connection with the performance of their duties as a member of the arts and culture commission. (Ord. 5226 § 16, 1999)
