Chapter 2.60 PARKS, RECREATION AND COMMUNITY SERVICES COMMISSION*

2.60.010 Created.

There is created a parks, recreation and community services commission in and for the city.

2.60.020 Composition-Appointment- Compensation.

The parks, recreation and community services commission shall consist of five (5) members, who shall be appointed by the council to serve without compensation.

2.60.030 Qualification.

Each member of the parks, recreation and community services commission shall be a qualified elector of the city at the time of appointment and during incumbency.

2.60.040 Reserved.

Section 17 of Ord. No. 5669, adopted Sept. 8, 2009, repealed § 2.60.040 which pertained to vacancies and derived from prior code § 3-64.

2.60.050 Removal of members.

Whenever, in the discretion of the council, the best interests of the city shall be served, any member of the parks, recreation and community services commission may be removed from office by a majority vote of the council. (Prior code § 3-65)

2.60.060 Election of president and secretary.

Within ten (10) days after their appointment, the members of the parks, recreation and community services commission shall meet in regular session and organize by electing from their members a president and a secretary, who shall each hold office for one (1) year. (Prior code § 3-66)

2.60.070 Regular meetings.

The parks, recreation and community services commission shall meet in regular session at least once a month at a time and place selected by vote of its members. (Prior code § 3-67)

2.60.080 President to preside-Election of president pro tempore.

It shall be the duty of the president to preside over all meetings of the parks, recreation and community services commission. In the president's absence, a president pro tempore may be elected to preside. (Prior code § 3-68)

2.60.090 Duties of secretary.

It shall be the duty of the secretary to keep a record of all proceedings of the parks, recreation and community services commission and transmit its recommendations to the council. (Prior code § 3-69)

2.60.100 Special meetings.

Special meetings of the parks, recreation and community services commission may be called by the president or by any three (3) members. Written notice of each special meeting must be given not less than seventy-two (72) hours before such meeting to all members not joining in the call who are in the county. (Prior code § 3-70)

2.60.110 Quorum.

Three (3) members of the parks, recreation and community services commission shall constitute a quorum, but a lesser number may adjourn from time to time to a day certain. (Prior code § 3-71)

2.60.130 Powers and duties generally.

The powers and duties of the parks, recreation and community services commission shall be to plan and recommend by regular reports to the council such action as may be necessary to create and develop an adequate and complete system of parks, playgrounds, bathing facilities and recreation centers and facilities; to manage, organize, direct and supervise various properties and facilities for public parks and public recreation; to take charge of and supervise parks and playgrounds and activities thereon, recreation and social centers, playfields, natatoriums and similar facilities; to supervise and provide for the community sports of all kinds, community singing, music, games, plays, celebrations and similar activities; and to cooperate with individuals, firms or organizations interested in public recreation. It shall be the duty of the commission and it shall have power to provide such clean and wholesome recreation and amusement for the citizens of the city as it shall deem advisable. 2.60.140 Establishment of rates, fees and charges.

A. Except where rates, fees or charges have been or may hereafter be established by the council by ordinance for the use of or entrance upon or to any property or facility, including the civic auditorium parking garage, which is in charge of or under the management, care, control or supervision of the parks, recreation and community services commission, or the director, the commission may, from time to time, by resolution, establish reasonable rates, fees and charges therefore.

B. Whenever the commission schedules a course of instruction for a skill, sport or hobby, or in some phase of the arts and crafts, or whenever it establishes a special recreational program involving participation in sports or for a special outing, including but not limited to a day camp program, it may in the exercise of its discretion establish by rule a reasonable fee therefor to aid in defraying the cost of such course or program; provided, further, that notwithstanding the provision of Chapter 4.08 of this code relating to refunds, the commission shall also have the authority to provide by duly enacted rules for the refund of such fees where there is, in the commission's sole determination, good cause for such refund.

2.60.150 Director-Authority.

Section 7. Section 2.60.150 of the Glendale Municipal Code, 1995 is hereby repealed.

2.60.160 Cooperation with city officers and departments.

All officers, departments and department heads of the city shall render cooperation and all reasonable and necessary assistance to the parks, recreation and community services commission. The commission may select and consult with such additional committees as it may deem advisable. (Prior code § 3-76)

2.60.170 Not to incur financial liability.

Neither the parks, recreation and community services commission, nor any person connected with the commission shall incur any financial liability in the name of the city. (Prior code § 3-77)
