Chapter 2.12 - COMMUNITY SERVICES AND PARKS DEPARTMENT AND LIBRARY DEPARTMENT*

- 2.12.010 Community services and parks department.
A community services and parks department is hereby established and may sometimes be known as the parks recreation and community services department. The department shall be composed of the following divisions: Parks development; parks maintenance; recreation; social services, including community development block grant (CDBG), youth, senior, family and homeless; workforce development, and other divisions as determined by the city manager to the extent same are not inconsistent with the charter and ordinances of the city.

- 2.12.020 Director of community services and parks.
A. The office of director of community services and parks is created. The director shall be the head of the community services and parks department and shall also be known as the director of parks, recreation and community services. The director shall have charge over the following functions to the extent that such oversight is not inconsistent with other provisions of the Glendale Charter: CDBG, parks, recreation, youth, senior, family and homeless services, workforce development, grant administration, community and special events, and other related functions as assigned by the city manager. The director or his or her designate, shall advise and assist the parks recreation and community services commission, community development block grant advisory committee, city manager, and the council as to all matters related to the functions set forth herein, and the director shall perform such other duties, including advising other commissions as the city manager may assign to him or her.
B. The director of community services and parks shall carry out the directions of the city council and the parks, recreation and community services commission and, to that end, he or she shall organize and direct the use of all playgrounds and recreational centers owned, operated or maintained by the city. The director of community services and parks shall enforce all the ordinances of the city regulating parks, playgrounds and recreation centers and their use. The director of community services and parks shall have the care and control of all equipment, grounds and paraphernalia owned or controlled by the city in use for park, playground or recreation center purposes, and shall be responsible to the commission for the custody of such property.
C. The director of the community services and parks department shall be an officer of the city.

- 2.12.030 - Library department—Director generally—Fees for special services.*
A. The office of director of libraries is created. For the purposes of this chapter, the director of libraries shall be the head of the library department and shall be an officer of the city.
B. The library department may charge fees for specialized services provided by the library. The type of services and initial amount or rate of such fees to be paid to the city as provided in this section shall be established by resolution of the city council. Modification of any such fees may be made once annually by the director of libraries with the written approval of the city manager where the costs for such services make it appropriate. The schedule for such fees shall remain on file and be available in the office of the central library.
